Aha! Well, as wallpaper paste is usually water based, you'll want to do a test somewhere in an inconspicuous location to ensure your paint does not peel the wallpaper from the wall! Spraying may well be the best route to go. Lastly, I trust the landlord is happy with your decoration idea!

Nah, not quite. USA speak for chipboard, similar to flakeboard or oriented strand board, but textured. :-)

The issue really is that your substrate will soak up paint, whether painted by brush or by roller. You should start with a thin penetrating undercoat, which can be brushed or rolled, and then proceed with rolled top coats - 2-3, depending on colour.
