Traffic is an issue because ignorant people can't follow the simple principle of pass left, keep right. It's so bad around the Baltimore and DC corridors that the left lane has become the slow lane as people just gravitate that way and everyone passes on the right or weaves their way through. People are dumb.
Germany used to andaybr still has traffic laws limited speed, time of day, and what roads trucks can drive on and limitations on whether they can pass at all. It's all about maximizing efficiency for everyone.
People are dumb and usually ruin everything anyway.
