Yea, you need a permit from the U.S. Bureau of Land Management (BLM), and only 20 people per day are allowed into the area.
Due to its popularity, a lottery system is in place to allocate the permits.
10 of the daily permits a allocated in a lottery that takes place 4 months prior to your visit (we applied in Dec. 2010 for the Jan. 1 2011 lottery to acquire a permit for April 2011).
The other 10 daily slots are allocated by a lottery that is held at the BLM Paria contact station that is located between Page, AZ and Kanab UT. This lottery is held on the day prior to your hike, and we've seen as many as 100 people vying for permits.
