Thanks for the compliment, but it's something I don't do often. When I do, I usually use longer focal lengths and try to be clandestine about it. If I get busted, I will strike up a conversation and remind them that they are in a public space and I can photograph them all day long if I want to as my legal right. Actually, that's wrong.. the conversation is usually a non-verbal request for permission (a smile and a wave with my camera), and I usually get a friendly reply. I did see one guy try to do the same, photographing a guy across the street. This guy got the bird for about a solid minute, but it seemed not to deter the photographer.
It's probably easier to do in larger cities, because despite dire predictions of the future of cameras, I see a lot of cameras going around, and an increasing number of film units.
