Check with your local ACLU office. In general, when not driving a motor vehicle--i.e. walking, running, biking, skating, you are not required to have any form of ID, nor are you required to present same. Cannot present what you don't have--there is no ID card in general use in the USA.
In some states, Texas for instance, you are required to truthfully state your name, home address and phone number if so requested by law enforcement.
Beyond that (your name...), nowhere in the USA are you required to talk to law enforcment.
I always wave, tip my hat if I'm wearing one and if close by acknowledge them with a big smile and a friendly "hi" or "howdy". Sometimes even a "how you doing". Most find that so unusual/intimidating/bizarre that they can barely mumble a reply--quite funny for people trained to deal with the public!
