I think I know what it is... There's too much going on and the eye is drawn to different parts of the photo. Is the focus the line of the road? The mountain? The flowers? I'd give it some selective color muting or a touch more depth of field, depending on what you wanted. Hell, I could easily see this photo making four or five completely different stories depending on how you edited or even just cropped it.

I hit those spots all the time and hate those plateaus.
When I get stuck, I like to switch subjects. I'll focus on macro or landscapes instead of models, for example. Then I find that I bring what I learned with that into my normal shooting.
