This is part of the background grid in Inkscape, a free vector drawing program, saved as PNG from a screen dump:
Inkscape. Draw Freely.
If it has not enough contrast you can draw lines on top of it yourself. Use 'snap' to draw them exactly horizontally and vertically.
Several small grids (like this one) can be merged to make grids of any size. You can print them too, of course.

You could make a grid in a paint program, display the grid on a computer screen, and photograph it.
Save the grid in a file for later use. Only an idea, never tried it myself.:)
