There are wallpapers in the UK that are meant to be painted over, woodchip is one type, anaglypta is another. Woodchip has small flakes or chips of wood embedded into the paper while anaglypta is heavily embossed and usually has intricate patterns. The idea is that the base wallpaper gives you a textured wall while the colour is added via over-painting after hanging.
In either case they are a royal PITA to paint and like others have stated you need either a brush (which takes hours) or a roller with a long nap to get into the undulations.
