Looks more like a female willow of some kind, Walt, with those catkins and their pistillate capsules. We have one called Barratt's Willow in the sub-alpine here that is similar.

Looks like Salmonberry, Walt, Rubus spectabilis. Blooms are coincident with west coast arrival of the first salmon runs in the spring thus the name, and also with the arrival of the first Rufous Hummingbirds. - Jack

Definitely one of the carrot or parsley family with the compound umbel. Since the two most deadly plants in North America are in this family (Poison Hemlock and Water Hemlock) and are well within their range in Oregon, you should try to identify this one if you can. If it has oblong reddish-purple markings along its stem, it is one of the bad ones.
