This is the well-known sample variation; there's more variation between lenses of that model than there should be. I was told by a Pentax rep that quality control was the problem and it has now been fixed. From these forums I gather that the problem hasn't been completely fixed but the quality control is much better. If you get a soft one new, take it back while it's still under warranty and you should get a sharp one, whether through repair or replacement.

I think you're seeing sample variation rather than differences in lens construction. Two DA-L 18-55mm lenses that are theoretically the same model can vary quite a bit. Partly this may be due to the lightweight construction which means that if one of them takes a knock it's more likely to lose alignment than a more solidly built lens, part of it may be due to quality control issues which sadly did (do?) affect some batches.

It looks like I'm not the only one with a sharp copy of this lens! My 18-55m DA-L is actually a fairly sharp lens, even at 55mm, if I stop it down even a little. Note that although this image comes from a PhotoShop file I did not use any sharpening, indeed in some parts of the image I have used a hint of softening on her skin as the sharpness made some of the details intrusive, much more prominent than they look to the eye.
A close up at 100% is attached; note that you can see in the catchlight the light-stand and the three flashguns mounted inside the umbrella!
