I had both at the same time for a couple of years. The 16-45mm handily outperforms the 18-135 across their common range, even comparing 16mm to 18mm. I have photos that show that. I suspect you have a defective 16-45. There are more around than there should be. Build quality is not a strength.

Have you looked closely at Photozone's scores? The 16-45mm is slightly sharper than the DA 21 and has much better borders than the 16-50mm.

That's not very realistic Norm. The 16-45mm is already sharp at f4 and 16mm. It reaches maximum sharpness by f5.6 at any focal length. The 18-135 is pretty terrible at f4 and 18mm.
You're just looking at the CA number. Most owners think very highly of the 16-45, and it is rated as a top zoom for K-mount by DXOMark. Best zoom lenses for the Pentax K-3 - DxOMark
It definitely belongs on the OP's list for consideration, IMO. The 16-45mm is head and shoulders better than the 18-55's I've owned. For my needs though, my 18-135 and Sigma 17-50 are a better fit.

The 16-45mm is an excellent lens due to its sharpness, flat field and low distortion, but I was not using it much due to the lack of WR and short reach. I replaced it with a Sigma 17-50 f2.8 for shooting indoors when I want the flexibility of a zoom. At the price of a used 16-45, it is an untouchable bargain, IMO, but I wouldn't buy without return rights. Some have a wobbly barrel, which can spoil photos. Mine was quite tight and extremely reliable.
