A star filter would also be an economic (albeit fake) solution...

a triangular aperture would theoretically produce a 6-points sharp starburst... just buy a Petzval or whatever "cheap" recreation and use the included waterhouse plate... :-P
Oh and that'll get you awfully looking triangular bokeh as well... physics is a mess unfortunately...
