I had a "Digital Rebel XT", which I routinely used at f/8 or f/9.5, and it always achieved autofocus; these words clearly do not refer to the aperture setting at the time the photo was taken. Since the lens is wide open at time of focusing/composing, and shifts to shooting aperture {"stops down"} only as exposure is made, clearly maximum aperture of lens is what they are referring to.

At 10fps, 25ms is 1/4-th of a frame; most times when I'm photographing action, I need to anticipate anyway - trip the shutter before I think I will want a photo - so I'm not convinced that delay will really matter. Add in a system like the smart phones are using - a 'circular buffer' that preserves the last n frames before the shutter is tripped - and it won't matter at all.

He's also using serious electronics to accomplish triggering the shutter - that kind of project is a totally different sort of thing.
