There are a bunch of these around - super albinar, jc penney, star d. Budget lens for sure. Ring looks a lot like some Chinons, so that would be my guess. Chinar optics were generally very good.

We think there were a million Japanese lens manufacturers in the 80s, but there really were not that many. Lots of companies rebranding. Osawa was an independent manufacturer, and made lenses for a number of other companies including some big names. I don't think they lasted much beyond the end of the decade. They are much better lenses than many people give them credit for. Build quality seems very good. They did not make junk like some of the Korean brands of the time. Japanese manufacturing in the 1980s was at such a high level, and they were a respected brand in that market. I've been buying too many old lenses lately, but I really find them to be works of a dying art. New lenses have fine design, but the craftsmanship is gone. I really doubt my Sony kit lens will work in 30 years even if well cared for. This lens is smooth as butter after 30 years. That says something about quality manufacturing.

Speaking of Osawa, how about this monster I picked up on Ebay. It was brand new (old stock) 60-300mm F5.6, with a Konica AR mount. I don't have a tripod mount for it, and am uncomfortable putting it on my camera because it's so long! But it's really not that heavy for its size. The few pictures I took seemed sharp, and the build quality is really nice. I just bid on a short Osawa zoom on Ebay. Odd focal length - 24-43mm - but not bad for a crop sensor camera. Looking forward to having some time to play with these.
