That is not a lens problem, it is a real-world problem. As you point up or down, the far subjects, such as the tops of buildings, must be smaller, and therefore lean in.

Just the opposite happens with a telephoto. It tends to makes things the same size because the subjects are relatively the same distance away. Nobody wonders about "fixing" telephoto "distortion", though.
