Hoya Pro nd1000 produces 'rings'

That makes sense, but presuming this is on the 18-55mm DAL zoom at 55mm, how could it be touching the front element? I've read in other posts reported issues with this filter.

It seems as if the metallic film used on the glass is not fused entirely and there is enough of a gap that creates the Newton's rings. If you still can, I'd return the filter...it's defective.
