The Ellisville Cemetery is located on a high rounded river bluff, the surface of which is prone to what geologists call "slope creep." Consequently, a considerable number of the old stones no longer stand straight.

This past August we stopped to pay our respects at the grave of Norma Jean Elephant, the star attraction of a small circus that had been holding performances in Oquaka, Illinois, in mid-July of 1972. In the middle of the night a thunderstorm crossed the Mississippi River, and poor Norma, sleeping near her trainer, was struck by lightning and killed. Her trainer is said to have been thrown 30 feet by the blast, but survived.

Some decades ago, I mentioned in a workplace conversation that I had heard a report on the radio that morning saying that, in places were cemetery space had become very scarce, they had begun to bury more than one body, one over the other, in the same cemetery plot. On hearing this a middle-aged co-worker immediately said that she wanted to be buried under the actor Paul Newman. "So you believe in an afterlife?" I remarked.
In connection to your photo, I couldn't help wondering what level the vacancy was on, and who would be "upstairs or downstairs" so to speak.

I would take this for a gravestone, anywhere but in the trendy shopping center where it is. On the other hand, maybe some one IS buried here.
