Yes, the 24-70 fits that bill, but it is bulkier than the alternatives and heavy. That's important for you to consider.

The Tamron 28-75 is not weather sealed, but has close to the quality of the Pentax (on the left of the photo below) for less cost and weight.

You don't need to be in a rush to capitalise on the current sales. It will happen again soon, you just have to be on the lookout for them.
Soooo much advice here, which is great, but only you will know which focal length you will use most often.

To me, the decision making should start with whether you want a zoom or a prime lens.
Once you've got that sorted, it will be much easier to decide on the focal length options.
The 31 is a brilliant lens. It might be just the right focal length on an APS-C camera for your purposes, and it's easy to find.
Second hand lenses like an FA 35/2 or a new DA 35/2.8 macro would be almost as good.

The 20-40 has some flexibility, but not as much as the 24-70.
Bear in mind the size of these lenses. The 20-40 is relatively small, but the 24-70 will be hefty.
All the best in working this out!

Congrats on the generous gift card.
And welcome here.
It is always fun to get new gear, but you want it to suit your needs well.
If you've thought having the versatility of a zoom lens is the way to go, certainly consider the Tamron 28-75, which is great as an all-rounder with good image quality.
It's well within the gift card budget, and you can get another lens to complement it if you want to do macro stuff (but if you aren't interested in that kind of photography, a 100 macro might be a waste). There is an X-factor to the 77, but it would be the only lens you get with the gift card, then there would be no all-purpose zoom.

All the best in the decision making
