Help with resizing for web upload

Im trying to upload images to the infamous railpictures.net and am confused on how to resize the images correctly. The problem is after editing RAW in Lightroom and exporting in 100% quality to a saved location the picture is generally around 4274 x 2678 pixels @ 240dpi and 7.8 MP. This is quoted from their regulations below and Im confused as how to resize my images to meet their requirments. When i resize in Paint, I have to generally reduce height and width to 22% to get under 1MB but then the image is so pixelated i know it will be rejected. Im new..sorta, so maybe im missing something but this is how ive been trying. Any suggestions please would be great. Can the size be set in Lightroom before exporting to make it easier? Im lost.

3. The photos must be in JPEG (with the extension .jpg) format.

4. Image file size must not exceed 1 megabyte (1024kb), and the filename should contain only the characters A-Z and 0-9. Other non-standard ASCII characters, such as parenthesis, the # symbol, etc. are incompatible with our filesystem.

5. Our system is optimized for photos to be uploaded at 1024 pixels wide (landscape format) and 800 to 1000 pixels high (portrait format) @ 72 DPI. Our minimum photo size is 800 pixels in width or 600 pixels in height, whichever is greater.

6. Save your photos with as little JPEG compression as possible while still keeping the size under 1mb. Don't worry about the large filesize -- your photo will be slightly compressed and reduced in filesize automatically when you upload!

Thanks everyone! I really appreciate the help. Its alot of information to soak in when your fist getting started. I just needed to be put back on track.
RioRico, not a problem, I figured all i had to do was search a bit to help translate your posts, But very helpful indeed. Also im going to try shooting around F8 like Bogiesbad mentioned. I was wondering if there was a sweetspot in the aperture that could yield sharper images.

Well i had some time this afternoon to try some of the great suggestions i received. I was having a hard time following some of them as alot of abbreviations were being used that dont translate well in the beginners forum sometimes, but i took what i could get of course.
The lighting conditions were much better as you can see and by paying attention to the green hex and of course speeding up the shutter i think i was able to achieve much sharper images. The AF was set to the upper most position (above SEL) and the IS was enabled too. Please take a look and post any suggestions., I greatly appreciate it. Im very happy with the results but curious as to what else i could have done to improve. Also i did enhance again in Lightroom. Is it possible that im limited by the lens im using(da 55-300)? I know not the best Telephoto lens out there, but picked it up cheap for starting off. Im really interested in shooting wildlife and would like to pursue it and improve my techniques.

All three of these images were taken using the same settings but different iso as i was shooting in TAv- 300mm, 1/640, 5.8.

iso 320 subject about 15 ft away, and this one was taken using AF. Seems like the branch in the upper right corner is crystal clear. More so than the subject which is what i was focusing on.

iso 500, about 20 ft away, taken with AF.

iso 400. about 25 ft away taken with MF.

Thank you every one for responding. And right off the bat there are a few obvious things i had forgotten about that make sense now. The Shutter speed in relation to the zoom rule is one and the i also completely forgot about the green hex.:o Also the IS must not have been working if the hex wasnt showing up. At full zoom and hendheld i can see that it could have helped.

The pics were cropped about 10 percent. And its been quite overcast the past few weeks too. Thank you for the refresher.

Ive been getting familiar with my K7 for a few weeks now and i guess my biggest question so far is " why are the majority of my pictures not that sharp when enlarged?"

Here are examples. They look ok until they are enlarged then they reveal the slight blur. Im always using the lowest Aperture to gather the most light for the most part. Could this have something to do with it? I also only use manual focus on my DA16*-50 and DA 55-300mm lenses for the majority of the time. I had read that some say not to trust the AF. I guess i just like manually controlling the lens too.

Maybe the shutter is too slow? Its really hard to tell how focused the image is in the viewfinder sometimes but the Focus indicator is usually flashing when i find i have it focused by my eye. Thanks for taking a look. These have both been cropped too.

This one was takin using 1/125, 800 iso, 300mm, 6.3f

and this one 1/250, 800, 5.8, 300mm

Q about updating 1.03-K7

Just a few questions i havent been able to find direct answers to about updating to 1.03 on my K7.

First, my camera has V1.0 on it, Do i need to update the next couple updates before updating 1.03? or just go right to 1.03?

Battery is fully charged, and i deleted all images from my 8gb sd card then i formatted in the camera. does this sound ok so far?

Now when i insert the sd into the slot on my pc im not sure where the root file? should be . of course i go to computer and the "I" drive where the card is plugged. when i click it all i see is a dcim folder which is empty. is this the root directory described in the README file? Not sure what the Root Directory is?

I guess thats it. thanks for taking the time to read my post.

Thanks for looking and commenting everyone. Im really surprised at how everyone liked the second one better. I was thinking it wouldnt be liked as much because it looks too enhanced? And im definitely going to take the tripod with me next time. I hope it gives a more crystal clear picture. Yes i agree that these 2 were as clear as they were for the shutter speed. I did take about 50 shots all together, and got about 5 real keepers, most were blurred. I learned what the limits were shooting handheld.

Heres another with a shutter speed of 1/10, f2.8, iso800. Much clearer i think. Also doctored with lightroom as it was darker originally.

Thanks again.

First time posting, and first time using Lightroom2. Just did some basic adjusting as im new to the program. So I have posted 2 similar pics for your comments to help with my next try. Both images have been altered.
After tinkering for a while i dont know if im going too far with the enhancing, Maybe its my eyes, but another set will probably see it differently, so thanks for looking and please comment.

p.s. I think the bottom image looks less natural but more interesting? They were both taken without a tripod too.

Again thank you. So my lens wouldn't be ideal for darkest situations? Having said i already have the DA 16-50, can i get a recommendation on some other lenses i might be interested in looking at for the future? With your experience and ability its highly valued. Interested in all types of subjects too but night photography seems the most interesting to me now....so anything to experiment with is of interest. Cost isnt a huge factor but will be considered of course.:)
