Pros: very sharp lens
Cons: nothing

very similar to Exakta, Tokina and Vivitar lenses

++ stopped down a few extremely sharp within the full focus range

++ high contrast, no flare, nearly no CA`s, very nice colors

I use this llens in combination with an achromatic focal reductor, which reduces the tele-impression, but gives me still a few more sharp pictures - and all CA's can be eleminated. Try it

I have posted my review for this lens (see the link in the description). For 20 euros (20-25 dollars, depending on the change), it is a real steal!
The focal length is not very useful on a APS-C camera, starting from 80 (120mm-equivalent), a bit too much for a portrait lens. Maybe the other end, 200mm (300mm-equivalent) may be better suited for some limited shooting in the nature.
I have tested a number of old and new lenses in this range and I've found a lot of crap, this little thing really shines, instead.

The final mark (8) is mostly due to the fact that this lens has its limits beacuse of the time of production (no auto aperture, no autofocus), but if it were for its optical and mechanical quality only and taking the price into the equation, maybe it's worth a 9.
I think a test with a full-frame would be a good thing to do... for the moment, you can also consider this test against other similar, more recent zoom lenses:
